Are there any islanding/microgrid requirements for participants?

As mandated by PURA, islanding is a primary requirement in the program that ensures customers separate their interconnected load from their gird connection during power outages in support of enhanced resiliency to program participants.

  If installing a system with a BESS that is not eligible yet, can a contractor still enroll the BESS in the program?
  If a Commercial and Industrial (C&I) site already has an on-site backup generator, why would islanding be a requirement?

This program is overseen by the Public Utilities Regulatory Authority (PURA), is paid for by electric ratepayers, and is administered by the Connecticut Green Bank, Eversource, and UI.
